BILL NUMBER: S3822 SPONSOR: SAVINO TITLE OF BILL: CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY proposing an amendment to section 1 of article 2 of the constitution, in relation to qualifications of voters PURPOSE OR GENERAL IDEA OF BILL: Amends the constitution to allow a person who will be 18 years old at the time of a presidential election to vote in primary election if 17 at the time. SUMMARY OF PROVISIONS: Section 1 of article 2 of the constitution is amended to provide that every citizen who is seventeen year of age at the time of a primary election for president of the United States and who will be eighteen years of age at the time of the general election for which such primary election is held shall be eligible to vote in such primary election.

SAVINO -- read twice and ordered printed, and when printed to be committed to the Committee on Judiciary CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY proposing an amendment to section 1 of article 2 of the constitution, in relation to qualifications of voters Section 1. Resolved (if the Assembly concur), That section 1 of arti- cle 2 of the constitution be amended to read as follows: Section 1. Every citizen shall be entitled to vote at every election for all officers elected by the people and upon all questions submitted to the vote of the people provided that such citizen is eighteen years of age or over and shall have been a resident of this state, and of the county, city, or village for thirty days next preceding an election; PROVIDED, HOWEVER, A CITIZEN WHO IS SEVENTEEN YEARS OF AGE AT THE TIME OF A PRIMARY ELECTION FOR PRESIDENT OF THE UNITED STATES AND WHO WILL BE EIGHTEEN YEARS OF AGE AT THE TIME OF THE GENERAL ELECTION FOR WHICH SUCH PRIMARY ELECTION IS HELD SHALL BE ELIGIBLE TO VOTE IN SUCH PRIMARY ELECTION. § 2. Resolved (if the Assembly concur), That the foregoing amendment be referred to the first regular legislative session convening after the next succeeding general election of members of the assembly, and, in conformity with section 1 of article 19 of the constitution, be published for 3 months previous to the time of such election.
